Funding is almost certainly going to be reduced in any event, but as that local authority funding will be from the central government general grant and will no longer be ring-fenced, local authorities can bully and blackmail volunteers by saying, in effect, “Do as we tell you or you will not get any funding.” This destroys not only the independence of volunteers, but their political neutrality credibility too; and it goes without saying it will undermine volunteer morale, retention and recruitment.

The stark black and white photographs featured in the film provide a rare, valuable and historical record of the raw emotion, heartbreak and violence that unfolded during those dark and fateful days in September 1985.
